I. The Government
- Postmaster General. The head of the Philosateleian Government shall be the Postmaster or Postmistress General (hereafter known as the "PG"). The PG shall govern Philosateleia. He or she shall be responsible for taking into consideration the advice offered by the Governing Council of Philosateleia (hereafter known as the "GCP"), and for making decisions affecting Philosateleia as a whole. The PG shall, in conjunction with the GCP, be responsible for granting citizenship. The PG shall be responsible for making treaties with other governments, subject to ratification by no less than eighty percent of the GCP, and for appointing ambassadors to those governments. The PG shall also be responsible for overseeing the daily operations of the Philosateleian Post.
- The PG shall be selected by a convention of community leaders. Each of Philosateleia's administrative districts shall send its Postal Inspector and five other citizens selected by the general populace to participate in the convention. The convention shall be held within twenty-eight days of the position of PG becoming open in a location selected by the GCP.
- The PG, once selected, shall serve for life unless he or she:
- Resigns;
- Is removed by a unanimous vote of no confidence from the GCP;
- Is removed by a vote of no confidence from no less than eighty percent of the general populace of Philosateleia.
- The PG shall not serve concurrently as a Postal Inspector.
- Postal Inspectors. The head of each administrative district shall be a Postal Inspector (hereafter known as a "PI"). A PI shall reside in the district he or she governs. He or she is responsible for overseeing the daily operations of that district. A PI shall also serve as a member of the Governing Council of Philosateleia.
- The Postmaster or Postmistress General shall appoint a PI following a vote by the general populace of an administrative district. If no less than eighty percent of the citizens in that district vote for the same candidate, the PG shall appoint the citizens' choice. If less than eighty percent of the citizens vote for the same candidate, the PG may appoint a candidate of his or her own choosing. A PI shall be selected within twenty-eight days of the position becoming open.
- A PI, once appointed, shall serve for a period of two years unless he or she:
- Resigns;
- Is removed by a unanimous vote of no confidence from the Postmaster General and the other members of the GCP;
- Is removed by a vote of no confidence from no less than eighty percent of the general populace of his or her district.
- A PI may serve for more than one term, but shall not serve any two terms successively.
- Governing Council. The Governing Council of Philosateleia shall be comprised of the Postal Inspectors of the administrative districts. The GCP shall advise the Postmaster or Postmistress General on matters affecting Philosateleia as a whole.
- High Court. The High Court of Philosateleia (hereafter known as the HCP) shall be comprised of two wise elders from each administrative district. Members of the HCP shall be appointed by the PG and serve at his or her pleasure. The HCP shall be responsible for determining whether an individual willfully broke the laws of Philosateleia, and if so, what punishment the offense warrants.
II. The Citizens
- Birth Citizens. Each individual born on Philosateleia shall be a Citizen of Philosateleia.
- Naturalized Citizens. Each individual who successfully completes a naturalization process as established by the Postmaster or Postmistress General in consultation with the Governing Council of Philosateleia shall be a Citizen of Philosateleia. Such an individual shall hold citizenship at the pleasure of the PG and the GCP.
III. Basic Rights
- Rights of the Government
- The Government shall have the right to govern Philosateleia in accordance with established and acceptable principles.
- The Government shall have the right to collect a tax from any individual who voluntarily uses a service or purchases a product provided by the Government. That tax shall not exceed five percent of the value of the service or product.
- The Government shall have the right to deport to Earth for a period of two years any citizen found by the High Court of Philosateleia to have willfully committed an offense that warrants deportation to Earth.
- The Government shall have the right to carry out actions necessary to maintain peace and harmony on Philosateleia so long as those actions do not infringe upon any right held by the Citizens.
- Rights of the Citizens
- The Citizens shall have the right to life.
- The Citizens shall have the right to freedom.
- The Citizens shall have the right to the pursuit of happiness and miscellaneous physical goods. The Government is under no obligation to provide these things to the Citzens; neither shall it take these things away.
- The Citizens shall have the right to reside on Philosateleia.
- The Citizens shall have the right to a fair trial before the High Court of Philosateleia. The Citizens shall not be deported to Earth without the agreement of the Postmaster or Postmistress General, no less than eighty percent of the GCP, and a majority of the High Court of Philosateleia.
- The Citizens shall have the right to vote on matters involving voting as outlined in this Constitution.
- The Citizens shall have the right to collect stamps.
- The Citizens shall have all other rights not granted to the Government so long as their actions reflect the philos that should be found in a philocracy.
IV. Duration
This Constitution shall remain in effect until the establishment of a new Government on Earth, at which time it shall become null and void.
V. Amendments
This Constitution may be amended by a unanimous vote of the Postmaster or Postmistress General and the Governing Council of Philosateleia in conjunction with a vote to amend by no less than eighty percent of the general populace of Philosateleia.
VI. Limitations
Sections I-B, I-C, and I-D shall not be enacted until there are no less than five registered citizens living in each administrative region. Until the aforementioned Sections are enacted, Sections I-A, II-B, III-A-3, III-B-5, and V shall be enacted on a limited basis with the understanding that the Postmaster or Postmistress General shall have full authority on those matters.
