The structure of the Philosateleian Government is often puzzling to those learning of it for the first time. Such confusion is, ironically, quite understandable, for Philosateleia is a philocracy, and its government and law are based on brotherly love.

The government, though quite active, can truly be said to be provisional, as Philosateleians eagerly await the establishment of a new Government on Earth.

Postmaster General
The head of the government is the Postmaster General, who is responsible for making policy decisions affecting the Philosateleian Post and the satellite as a whole. Philatelius was selected as Postmaster General by a leadership convention of community leaders as Philosateleia's population began to swell during colonization efforts.

The Postmaster General currently holds strong administrative power, but other individuals will assume varying degrees of power once Philosateleia's registered population reaches a minimum set forth in the constitution.

Governing Council
After that minimum population is reached, a Postal Inspector will head each of the five administrative regions of Philosateleia. Those five individuals, in addition to overseeing the immediate and long-term needs of their specific locales, will serve as the Governing Council of Philosateleia. They will provide advice and assistance to the Postmaster General on matters affecting the satellite as a whole.

High Court
Like the Governing Council, the High Court shall be established after the minimum population is reached. The High Court will rule on matters involving Philosateleian law.
